Establishment of the Nuclear Safety Network

1. Name

Nuclear Safety Network [NS Net] (provisional name)

2. Purpose & Fundamental Concept

To allow companies and groups, as equal partners, to closely ally themselves and freely exchange information in an effort improve safety standards at every level of the nuclear power industry.

3. Organization

The Network will be a voluntary and independent group operated by the private sector.

4. Activities

Promotion of stringent nuclear safety measures; implementation of peer reviews; dissemination of troubleshooting information and research results relating to nuclear issues.

(1) Promotion of Safety Measures

Safety will be promoted through the following activities:

  • Seminars sponsored by NS Net and co-sponsored by other related groups (Japan Federation of Economic Organizations, Japan Atomic Industrial Forum, Inc., Japan Atomic Energy Relations Organization, and the Atomic Energy Society of Japan)
  • Implementation safety education and training programs
  • Publication of pamphlets and periodicals
  • Creation of an Internet website

  • Network-participant safety promotion efforts will be discussed at individual seminars

(2) Planning and Implementation of Peer Reviews

Similar in nature to WANO (World Association of Nuclear Operators) peer reviews, in which teams composed of member companies visit one another's facilities, and exchange information on common themes such as organization, operation, education, training, radiation management and the like in an effort to improve industry safety.

(3) Dissemination of Troubleshooting Information and Current Research

Troubleshooting information related to nuclear issues, and research results concerning the "human factor" will be made available to NS Net members from a database maintained by the Electric Power Industry Central Research Institute.

  • Dissemination, analysis and use of troubleshooting information by network members
  • Conduct meetings to exchange information regarding the Òhuman factorÓ

5. Establishment of Review Council

Establishment of an independent council that will review the activities of NS Net to ensure transparency, and avoid the pitfalls of self-satisfaction and complacency. The council is expected to consist of five or six members chosen from the ranks of academe, the press and other walks of life.

6. General Meeting for NS Net Foundation
