Overview of Agreement on Cooperative Alliance Activities in the Event of a Nuclear Emergency

1. Objective

To facilitate cooperation between nuclear power operators in providing support services to affected areas in the event of a nuclear emergency; to limit the scope of affected areas and assure rapid restoration of public services.

2. Range of Alliance Activities

Provision of personnel and equipment for environmental radiation monitoring, contamination assessment and contaminant disposal in areas affected by a nuclear emergency.

Support services are to be provided not only in the event of emergencies at nuclear power plants and related facilities, but also in the event of emergencies that occur during the transportation of nuclear fuel.

3. Roles of Alliance Members

Upon receiving a request for assistance from a facility where an accident has occurred, the alliance member charged with emergency support coordination for that area will dispatch an advance support team to the site. The advance team will then establish a local command center and coordinate with other alliance members in providing necessary support services.

Administrative responsibility for support personnel will reside with the operator providing the personnel.

As a general rule, the cost of support activities will be borne by operator of the facility where the accident occurs.

4. Support for Non-Alliance Members

In the event an accident occurs at a facility operated by a non-alliance member, the alliance member charged with the task of coordinating support efforts in the affected region will take the initiative in providing assistance.

5. Effective Date

The alliance agreement will take effect on 16 June when the Special Law for Nuclear Disaster Measures is enacted. No expiration date is set.
