Current Status of the Long-Term Program for Research, Development and Utilization of Nuclear Energy

1. The Long-Term Nuclear Energy Program

To ensure that Japanese development and use of nuclear power is limited to peaceful purposes and carried out systematically, the Atomic Energy Commission (established in 1956) formulated the Long-Term Program for Research, Development and Utilization of Nuclear Energy (the Long-Term Nuclear Energy Program). This program has been revised approximately once every five years since, with the seventh and latest revision being completed in June 1994.

2. Current Status

The current revision process was begun at the meeting of the Long-Term Program Council held in June of last year. Since then, the six subcommittees have each met nine or ten times, and the Council has met 12 times.

(Subcommittees)

Each subcommittee discussed its assigned topic and completed a report.

The co-chairs of each subcommittee reported the state of discussions in his or her subcommittee to the Council, and the main themes were further discussed by the Council.

(Long-Term Program Council)

Acting Chairman Morishima drew up a long-term program, based in part on the discussions held in the subcommittees. The program was then discussed and finalized by the Council as a whole.

At the 12th meeting of the Council (held on June 26), Acting Chairman Morishima explained the draft framework proposal of the Long-Term Program for Research, Development and Utilization of Nuclear Energy and invited discussion and opinions.

Finalization of Overall Program

Study is continuing with the goal of finishing the revision of the program by the end of this year.

July and August:

Discussions of the full text of the Long-Term Nuclear Energy Program will be completed and, by no later than the end of August, a final version will be adopted by the Council to serve as the basis for public hearings.

September and October:

Three pubic hearings will be held to elicit public opinion.

November and later:

A council meeting will be held to formulate the final new program. After the program has been adopted by the Atomic Energy Commission, it will be submitted in report form to the cabinet.

3. Structural Elements of the Long-Term Nuclear Energy Program

The current status and issues of nuclear energy in Japan are summarized first, followed by detailed descriptions that are based on the results of subcommittee discussions.

asic policy guidelines and promotion measures are formulated with projections into the 21st century taken into account, including the use of nuclear power as an energy source, cutting-edge technologies, and the use of radiation, etc.
