The findings from the Investigation Committee on the misconduct at Chubu Electric Power Co., Inc. ("Chubu Electric Power")'s Hamaoka Nuclear Power Station, announced in January 5, 2026, were released today. The investigation findings pointed out that some employees were consciously engaging in inappropriate behavior and that, as a background factor, internal company logic was prioritized over the perspectives of society and the local community. In response to these findings, Chubu Electric Power has identified the fundamental issue behind this incident to be organizational dysfunction, and has committed to radical management reform to rebuild its governance and organizational culture.

We consider this incident to be a very serious matter that could damage the local community and broader public's trust in the nuclear power business, and potentially affect the very foundation of the business. As representatives of the industry that operate the nuclear power business, we would like to sincerely apologize for causing concern and creating strong distrust among the public.

We expect Chubu Electric Power to engage sincerely with the facts identified in this investigation as well as the underlying context and causes, and make steady progress in management reform aimed at rebuilding governance and organizational culture, while maintaining continuous and sincere accountability to society.

We, as the electricity industry, will continue to collaborate with the Atomic Energy Association (ATENA), and closely review the findings from this investigation in order to identify common challenges, and develop measures to be steadily rolled out by all operators. We take this incident very seriously and will do our utmost in addressing the matter sincerely and with transparency in order to build and maintain the trust of the Japanese people.
